This presentation provides an in-depth look at the methodological issues involved in measuring progress toward the Healthy People 2010 goal of eliminating health disparities for the nearly 500 specific health objectives that comprise Healthy People 2010. Major discussion topics include measuring disparities using absolute versus relative statistics; pair-wise versus summary statistics; and burden- versus equity-focused measures. The concept of what it might mean statistically to “eliminate” a disparity is also discussed. Data from the various Healthy People 2010 Focus Areas are used to illustrate the calculation and interpretation of various disparity statistics and selected results from the Healthy People 2010 Midcourse Review, published in late 2006, are presented to highlight progress towards reducing or eliminating disparities.
