Propensity Scores and Multiple Treatments: Application to CAHPS Health Care Ratings

The U.S. government mandates publicly-reported comparisons of beneficiary health care experiences with original Fee-for-Service (FFS) Medicare and Medicare Advantage (MA, a managed care version of Medicare). Within each of those coverage types, beneficiaries may purchase additional coverage. The choice to purchase supplemental coverage is likely to be confounded with both health and socioeconomic status. In this paper, we use the 2004 Medicare CAHPS Survey to compare beneficiary perceptions of care by level of supplemental coverage within MA and FFS. The primary focus of this paper is to compare the results arrived at by use of regression methods to ‘control’ for differences in groups to results obtained from propensity score weighting (with and without covariates). We also use this large dataset to compare several propensity score weighting approaches.
