Cruising with Administrative Data as a Co-Pilot: Using Administrative Data in a Screening Survey (308007)

The Agricultural Resource Management Survey (ARMS) is a three phase survey conducted by the United States Department of Agriculture (USDA) National Agricultural Statistics Service (NASS) in conjunction with the Economic Research Service (ERS). The first phase of the ARMS is a screening phase. The goal of phase one is to answer two primary questions: Does the operator/operation have the commodity of interest for the ARMS program? Was the operator/operation in business during the survey reference year? Historically, NASS has answered these questions via survey. However, the survey process can be an expensive and burdensome one. In this paper we go on an adventure explaining the methodology behind using administrative data to complete the ARMS Phase 1 for a subset of the sampled population.
