Survey Quality Evaluation for Business Surveys

This presentation will focus on the TSE paradigm as it applies to establishment surveys with applications in survey design, implementation, and quality evaluation. With regard to design, some issues to be discussed include: • methods selecting POCs and other respondents, • some issues in the design of questionnaires for mixed modes (mail and Web), • methods for dealing with gatekeepers and nonresponse, and • frame coverage error from the TSE perspective. With regard to implementation, the presentation will focus primarily on adaptive total design (ATD) including ATD methods for reducing nonresponse error, measurement error, sampling error, and frame error while controlling costs to fixed levels. Finally, with regard to error evaluation, topics will include a nonresponse decomposition approach to nonresponse bias evaluation with implications for ATD, frame coverage error evaluations, and methods for evaluating measurement error using latent class analysis. The presentation will discuss the essential concepts and provide examples and illustrations from a large-scale establishment survey to illustrate the concepts.
