An Integrated Quality Framework for Business Survey Evaluations

Business surveys are both surveys like any other surveys, and at the same time a specific kind of surveys with its own characteristics. This presentation starts with a discussion of quality issues related to business samples and business questionnaires. This discussion is based on the classical Survey Life Cycle model of Groves and colleagues and the Total Survey Error model of Biemer and Lyberg. Next this perspective is combined with a discussion of what are the most important constraints in business surveys and which are the most important quality criteria from the users’ perspective. Finally these different quality perspectives held by surveyors and users of business statistics are integrated into one quality framework for business survey evaluations. This framework, as it will be discussed in our book, identifies quality challenges when business surveys are designed and carried out.
