This paper discusses the advantages and disadvantages of giving survey methodologists broader access to the measurement plan when crafting optimal choices across a survey program. We describe the use of semi-structured interviews, both internally and externally, to conduct a systematic and comprehensive reassessment of establishment surveys. This paper then highlights the importance of early collaboration with the program area in order to gain support, involvement, and understanding of subject matter material. The result is a comprehensive reassessment of the survey forms and a more holistic form design and data collection process alignment.
