Abstract:

The Bureau of Justice Statistics (BJS) and the FBI have partnered to develop a new set of methods and procedures to estimate crime in the U.S. The new system will be based on administrative data submitted by law enforcement agencies to the FBI’s National Incident-Based Reporting System (NIBRS). Using NIBRS data to estimate crime will allow for national and state-level estimates based on detailed crime data, providing incident-based estimates that have been previously unavailable. This presentation will provide information on the key indicators of crime that will guide estimation and how those indicators were determined, including (1) reviewing a variety of data collections, existing data analysis and visualization tools, and reports on crime; (2) considering law enforcement agency interests, priorities, and relevant legislative mandates; and (3) soliciting feedback from a panel of NIBRS experts to provide additional inputs. The presentation will also provide information on future steps to enhance the indicators over time.
