Statistics on Unemployment Insurance benefits claims serve as key leading indicators of the business cycle and primary inputs into policy decisions during recessions. However, both initial and continuing benefit claims can be affected by substantial measurement problems that can distort their levels and dynamics. Using rarely available individual administrative unemployment insurance claims data, the talk will present results quantifying the measurement issues and will discuss alternative robust measures. These measures will then be used to review the unemployment experience during the COVID-19 crisis.
