PPRL is indicated when files to be linked are held by different organizations who are unable or would prefer not to share personally identifiable information (PII) amongst themselves. Because PPRL precludes the full availability of PII in the linkage process, it would seem that PPRL should not be as effective as standard linkage. This roundtable will discuss how to evaluate the effectiveness of PPRL, the degree to which existing evaluations show PPRLs disadvantages in performance compared to standard linkage, and possible strategies to improve the effectiveness of PPRL.
