Abstract:

Motivated by providing statistical evaluation of potential gerrymanders, MCMC methods on the space of potential redistricting plans have received a significant amount of attention in recent years. In this talk I will discuss applications of these methods to the related problem of analyzing the potential impacts of redistricting reform legislation. Many states are currently considering or have recently passed ballot initiatives to change the rules governing their line-drawing processes and the problem of understanding the relative impacts of prioritizing constraints like municipal boundary preservation, competitiveness, or partisan symmetry on state baselines is an important statistical modeling challenge.
