Title: Small Area Population Models: Estimating the Number of Children in School Districts

Abstract:

The Small Area Income and Poverty Estimates (SAIPE) program produces estimates of the number of children, total and in poverty status, for each school district across the United States. The Population Estimates Program (PEP) at the U.S. Census Bureau produces annual population estimates by age for all counties and for total population for cities, towns, metropolitan and micropolitan statistical areas. Child population estimates for school districts present unique problems due to the varying grade range across districts and that some districts overlap geography (e.g. elementary and secondary school district cover the same household). Estimates of school aged children from two small area modeling approaches, based on count models and share models, will be compared. Data from the American Community Survey along with tabulations from the federal income tax data will be used to fit the models.
