Each September, the Census Bureau releases its annual income and poverty estimates from the Current Population Survey Annual Social and Economic Supplement (CPS ASEC). These estimates are widely reported in the press but also widely criticized for not adequately taking into account underreporting of income and benefits. This paper will outline a strategy to produce an alternative set of income and poverty estimates from the CPS ASEC after correcting for underreporting. The paper will explore several options including the use of the Urban Institute TRIM model, improved imputation methods and the use of administrative data. Each of these options has been explored previously by researchers inside and outside the Census Bureau but this paper will assess how we can take what has been learned from these analyses that could be applied to the CPS ASEC. This paper will examine the potential scope of such an undertaking, discuss circumstances where reported values may be preferable to imputed ones and consider issues such as data availability, realistic annual production timeframes, historical data and communications strategies.
