The Act charges the Commission with deciding how to achieve more access and use of data for evidence building, broadly defined to include program evaluation, continuous improvement, policy-relevant research, and cost-benefit analyses. It also recognizes the central role of survey and administrative data and the Federal Statistical System. By addressing data access and other challenges facing those agencies, the Commission can help enable them to better serve a broader universe of researchers, analysts and policy-makers.
