Abstract:

Among the services offered to seniors in the United States, Meals on Wheels (MOW) provides a variety of meals delivered to the door of recipients. In order to analyze the effectiveness of the program in terms of reducing healthcare utilization, MOW client information aggregated from sites around the United States is matched to Medicare claim records. A hierarchical deterministic and probabilistic matching scheme is used for record linkage based on non-unique identifiers. After obtaining a merged MOW and Medicare file, rates of hospitalization, emergency department visits, nursing home entry, and overall healthcare costs are compared among individuals in MOW receiving different types and frequencies of meal delivery. Secondary comparisons are also made against individuals that were not enrolled in MOW to assess the overall effectiveness of the program.
