The Data Disclosure Boards of several Federal statistical agencies have developed standards for data disclosure control for both public use files and for tabular data. Statistical agencies in other countries have also developed such standards. In addition, under the Health Insurance Portability and Accountability Act (HIPAA), guidelines have recently been released for data disclosure control in data files held by health care providers. This paper reviews and compares the various standards for government surveys and the HIPAA guidelines. The various standards and guidelines are evaluated in terms of risk measures that are commonly used in the expert determination literature.
