Recent U.S. Department of Defense (DoD) initiatives focus on how its contractors design and develop major new systems and on how these systems are tested and evaluated to assure compliance with prescribed operational reliability requirements. Within this context, the application of traditional statistical methodologies for assessing reliability growth must contend with resource limitations that constrain the nature and extent of dedicated reliability testing that can be conducted - for individual test events and across series of tests.
