Abstract:

The Department of Defense has made large strides in improving their testing of personnel protective equipment in the past several years. In 2011, the DOD moved to a statistically based protocol for testing combat helmets. However, the new protocol still had room for improvement. This case study investigates the trade-offs between statistical rigor, tests costs, consumer and producer risk, and the complex political environment that surrounds body armor testing.
