By comparing several significant change initiatives the US Census Bureau has undertaken during the past two years, this paper demonstrates both the feasibility of a large organization absorbing dramatic change in a short period of time and several keys to successful transformation. Using the US Government Accountability Office's framework for organizational transformation as a lens to examine the Bureau's changes at the enterprise and program level, the paper provides readers with take-away lessons to consider for possible change in their own organizations.
