This paper discusses the results of an 18-month comprehensive program review of the American Community Survey (ACS). The review design was based on the results of strategic planning, identifying a shared vision, goals, objectives, and priorities. It included assessments of current methods, research, data products, and communications. This paper will present the challenges addressed, the approach taken to address the challenges, and the outcomes. For example, it discusses making ACS a national resource, implementation of alternative group quarters estimate methods; approaches taken to reduce respondent burden; the reassessment of the program-level research and evaluation agenda; the strengthening of systems engineering processes; and the development of a comprehensive ongoing program communications strategy.
