This paper investigates determinants of technology licensing, focusing on how country-specific characteristics can affect technology holders' incentives to sell their proprietary technologies through licensing alliances. Empirical examination of the propensity to licensing is done with the help of a unique panel data set of observed licensing transactions involving companies across European Union countries. We use count panel data where the dependent variable - the total number of licenses granted by firm i at period t - is discrete, non-negative, with numerous zero entries, which generate non-linearities. Conventional linear regression models are, thus, inappropriate. In addition, in panel data, possible firm-specific unobservables (unobserved 'heterogeneity') are commonly presumed present, and the failure to include firm specific effects may also lead to overdispersion. This study employs the specifications and statistical models that address these difficulties in estimation.
