Abstract:

NCHS is mandated to protect the confidentiality of respondents and to disseminate data as widely as possible. NCHS data are available as public use files, restricted use files available through Research Data Centers or special use agreements. Public use files are very accessible, but their usefulness is limited by the exclusion of data items that could compromise confidentiality but are of interest to researchers.

NCHS is interested in an on-line analysis system (OAS) for public and restricted use microdata that would enable generation of sub-national estimates but without the limitations of preprocessed tabular data. Identifying queries or sets of queries which may pose disclosure risk, including mechanisms for dealing with small sample sizes occurring in a single request as well as for minimizing disclosure risks from differencing tables through multiple requests, is very important for any NCHS OAS. The status of a NCHS OAS is discussed.
