Abstract:

The Alcohol, Drug Abuse, and Mental Health Administration Reorganization Act of 1992 (P.L. 102-321) included an amendment (section 1926) requiring States to enact and enforce laws prohibiting the sale of tobacco products to minors. States must conduct "annual, random, unannounced inspections" of tobacco retailers. Thirteen States conduct cluster samples. We will use five years of data to investigate cluster trends within States and compare different cluster designs among States. We will identify the most efficient cluster designs by analyzing the design effect. We will investigate the most effective distribution patterns by the number of clusters selected, their geographical size, and their dispersion within the State. Finally, we will characterize clusters that are related to high retail violation rates.
