Abstract:

In the past three decades, transportation safety research methods have evolved to the standard use of the EB method developed by Hauer and colleagues for the evaluation of countermeasure effectiveness. The Rubin Causal Model also provides an appropriate structure for evaluating safety studies and the estimators can be based on a similar structure to the data model used in the EB method. Following the path initiated by Davis (1999), we compare the EB method with estimators based on Rubin's causal model, as well as a fully Bayesian estimation method for simulated observations generated under various data-generating mechanisms. This evaluation highlights the consistency and efficiencies of the various approaches.
