In 2008, the Census Bureau changed the way it asked about the disability status of people in the American Community Survey (ACS). The new set included measures on hearing, vision, cognitive, ambulatory, self-care, and independent living difficulties. Before implementation, the questions underwent rounds of cognitive testing for face validity, followed by an evaluation in the 2006 ACS Content Test examining the reliability of measures and the effects on nonresponse. Analysis of the 2008 ACS production estimates demonstrated expected levels of nonresponse given certain operational factors. Comparisons to estimates of similar concepts from past ACS surveys, the Survey for Income and Program Participation, and the National Health Interview Survey highlight conceptual differences between questions and help put the 2008 ACS disability estimates in the context of the disablement continuum.
