Abstract:
|
This paper discusses operational design options for the four high-impact, high-cost decennial census functions--address frame development, self-response, following up on nonrespondents, and coverage improvement. It describes the range of options identified, highlights the analysis results, and describes possible concepts of operations moving into research and development.
