Abstract:
|
This paper focuses on both broad as well as operational options specific policy and communications challenges facing 2020 Census planning. It includes potentially prohibitive cost if the 2010 Census design is repeated in 2020 while highlighting stakeholder concerns if field costs are necessarily reduced. It discusses challenges with using administrative records, more reliance on third parties such as the USPS or FedEx, and increasing demands for specific cultural and language support.
