In June 2009, the U.S. Energy Information Administration developed a new agency-wide Internet data collection system. The system was conceptualized as a means to standardize survey form creation, data collection, and data processing to reduce costs, data errors, and response burden. This paper will focus on these and other common reasons why Federal statistical agencies move from paper to web surveys, and from multiple web systems to one centralized system. The paper will then discuss whether or not these reasons are justified and if agencies should continue these practices.
