Given an observed value of Kendall's tau in a random sample, a natural question is whether the association pervades the whole population or is, instead, more highly concentrated in a subpopulation. A conditional test is proposed to detect such a concentration. Some combinatorial formulas leading to the test are reviewed, properties of the test are investigated, and an application is given to discover if a marketing campaign should best be limited to a subset of the 210 designated US marketing areas.
