Abstract:

The Poisson distribution is suitable in variety fields such as biology, quality control, and so on. For example, one is interested in comparing the incidence rates of some disease in different groups (Ng and Tang, 2005). The number of cases in a given person-years at risk is modeled by a Poisson distribution and the mean difference is tested. When either the sample sizes or the mean rates are not large, the normal approximation is often inadequate and exact methods should be employed. However, in testing the null hypothesis of non-superiority, nuisance parameters present in the exact sampling distribution. We propose two unconditional testing procedures. One uses restricted estimates of the nuisance parameters in calculation of the p-value. The other one considers a confidence-interval p-value. The validity of the proposed methods are investigated theoretically and empirically.
