Abstract:

When the Census Bureau designed the American Community Survey, a key decision was made to release information about the reliability of all survey estimates and to teach data users how to use this information. In December 2008, the Census Bureau released multiyear ACS estimates for areas with populations as small as 20,000. Accompanying these estimates are margins of error and guidelines for how to use this information to make sound choices. Deborah Griffin directed the development of a set of ACS user handbooks that were designed to educate users on technical issues related to the ACS. This roundtable is designed for discussion of the challenges inherent in training data users to be selective when using survey data.
