Abstract:

Over the last five years, the NSF Division of Science Resource Statistics (SRS) and the Census Bureau's Economic Directorate have collaborated on a redesign of the Survey of Research and Development. The SRS took the lead in this redesign following recommendations from the CNSTAT, National Research Council. The resulting Business R&D and Innovation Survey will better measure the conduct and organization of private business research in today's environment, while taking advantage of more modern methods in data collection and analysis. Moving away from the traditional client-sponsor relationship, the SRS and Census have forged a strong and effective partnership in all aspects of the survey's planning and development. This paper will describe how this partnership developed and led to a series of survey innovations.
