Abstract:

This paper focuses on the objectives of the 2010 Census Program for Evaluation and Experiments (CPEX). It provides an overview of the evaluations and experiments topics and research questions. Additionally, it describes the planned assessments of operations, challenges facing the program, and how the Census Bureau is addressing those challenges. The 2010 CPEX will inform us about the 2010 Census and lead the way for planning the 2020 Census, and will provide useful information for the American Community Survey (ACS). The CPEX is designed to measure the effectiveness and impact on data quality of the Census 2010 design, operations, systems, and processes. The research objectives of the 2010 CPEX are based on seven research topics. The evaluations will address specific research questions and there are four experiments that will examine content changes and new methods.
