Title: Within Household Coverage Improvement in the 2004 National Census Test

Abstract:

In reengineering the 2010 Census, the Census Bureau has stated one of the principal goals is to increase coverage and accuracy. In 2004, the U.S. Census Bureau conducted a test designed to evaluate procedural and methodological coverage improvements for the 2010 Census. This test was conducted in three contiguous rural areas of Georgia and in urban portions of Queens, New York. One objective of this test was to improve coverage of persons within households. To identify households with coverage problems, two coverage questions were added to the census---one to identify omissions and one to identify erroneous enumerations. This paper will review the results obtained from these two questions and the person count provided by the respondent. Based on these questions, a sample of households was then followed up during a Coverage Research Followup (CRFU) operation to correct the household roster. We also will discuss the evolution of the Census coverage followup and how it fits into the overall Census design. It will include a discussion of universe selection, probing methods, and areas we are trying to improve.
