Title: The Air Travel Price Index: Take-off and Flight Path

Abstract:

In April 2004, the Bureau of Transportation Statistics (BTS) began publishing a new quarterly price index for passenger air travel based on the Fisher price index formula. The Air Travel Price Index (ATPI), now being produced as an experimental series, tracks the quarterly movements of airfares for the nation as well as for 85 specific city-level markets. BTS plans several enhancements to the ATPI in the near future, including the computation of sampling error estimates, seasonal adjustment, and an expanded set of market-level series. BTS also is working to modernize its Passenger Origin and Destination Survey, through which it collects airfare data for the ATPI. In this paper, we describe the current ATPI estimation process, discuss the intended benefits of the planned enhancements, and present preliminary research results.
