Data interchange between disparate information systems and data sets present challenges that cannot be solved by ever-faster computers. While the use of a common set of metadata can help resolve many of these challenges, a sufficiently encompassing set of metadata is necessarily less useful for facilitating data interchange. By providing a high-level interface for the creation, management, and use of metadata components starting with web-forms, the Open Infrastructure for Outcomes (OIO) enables the construction of metadata sets with flexible degree of semantic scope. This allows the tailoring of metadata to fit the descriptive needs of the data set and at the same time permit seamless data interchange. Furthermore, by providing facilities for the modular assembly of these metadata components into data management systems, the OIO can model arbitrarily complex data sets.
