The 2000 Accuracy and Coverage Evaluation measures the accuracy of Census 2000. It is an independent enumeration of housing units and persons located in sampled clusters of census blocks. The results of this enumeration are used to produce both an estimate of census housing unit coverage and a dual system estimate of the total number of housing units. Both the census enumeration and the A.C.E. sample contain housing unit duplication. Census housing unit duplicates are erroneous enumerations and consequently affect coverage measurement estimates and dual system estimates. The frequency of housing unit duplication will be broken down by person and household characteristics such as race of householder, geographic location, housing tenure, type of structure and type of enumeration area. The agreement on address characteristics between duplicates and those that they duplicate will also be investigated.
