Abstract:

In the analysis of survey data, policy researchers are often interested in producing estimates at relatively fine levels of both cross-sectional and temporal aggregation. Selection of specific levels of cross-sectional and temporal aggregation involve inherent trade-offs in precision and substantive relevance. For small cross-sectional domains in which a single survey cannot provide appropriate estimates, combined estimates at the annual level may be attempted. This paper discusses methods to combine four quarterly datasets to produce combined estimates using the Health Care Survey of Department of Defense Beneficiaries (HCSDB).
