Abstract:

The Master Address File (MAF) is the Census Bureau's primary list of housing units. It is important to maintain the MAF because it will serve as the sampling frame for ongoing surveys, such as the American Community Survey and as the base of the 2010 Census address list. Administrative records may be a source to help maintain the MAF by validating MAF updates or directly providing updates. This paper discusses a third use of administrative records for the MAF: independently assessing MAF coverage for small areas. The specific method we use is dual-system estimation, in which addresses in administrative records and in the MAF are compared within post-strata to obtain estimates of MAF undercoverage. Extreme dual system estimates do not necessarily indicate poor MAF coverage because of the characteristics of administrative records. For example, administrative records contain few vacants and ,thus, an area with many vacant MAF housing units will have a misleadingly low-dual system estimate. To identify the factors associated with true MAF miscoverage, we develop a model that could be used to target expensive field work and increase the efficiency of the MAF maintenance process.
