Abstract:

The Hispanic population experienced significant growth between 1990 and 2000. Most of this growth can be attributed to the factors of demographic change--natural increase and net immigration. In addition, improvements in coverage, reflecting increased participation by the Hispanic community in the census, help explain this remarkable growth. However, there also is interest in how the computer procedures the Census Bureau uses to edit and impute responses, when the question was not answered, may have affected the data from this question in both censuses. This paper will examine differences in the editing procedures between the two censuses, assess the impact of each edit on the data, and discuss the dramatically different response environment within which the edit for each census operated.
