The primary purpose of the 1996 welfare reform law was to reduce welfare rolls and promote self-sufficiency among former welfare recipients. Evidence is mounting that the former is being fulfilled, but not the later. Using data from the Survey of Program Dynamics for 1993 to 1997, this paper examines the labor force outcomes of welfare leavers and the extent to which they are better or worse off as a result of welfare reform. The analysis includes an examination of earnings and welfare recipiency by demographic characteristics both prior to and after leaving the welfare roles. A predictive model is used to likelihood that welfare recipients can actually improve individual and family well-being under the new welfare reform law.
