Historically, many statewide or regional environmental monitoring programs have been based on convenience samples or ad hoc site-selection procedures. Although some states are beginning to use probability samples, there still seems to be considerable reluctance to using random sampling in monitoring programs. Also, analysis tends to be limited to data summarization and hypothesis testing. Much more powerful techniques and tools are available, both on the sampling design side and on the analysis/interpretation/modeling side. What can the statistics profession do to persuade, enable, and help the states to utilize these tools? The issue may soon come to a head, because the US Environmental Protection Agency recently issued guidance that encourages states to use probability-based sampling to complete reports required by the Clean Water Act.
