Abstract:

The Statistics of Income series of studies uses the Internal Revenue Service's Master File Systems as a sampling frame, and tax returns as survey questionnaires. This reliance on administrative operations brings with it a number of constraints, such as filing deadline extensions that could extend the data collection period indefinitely.

One practice frequently followed in these studies is to accept records filed for recent prior years during the sampling period (which depends on the study in question) as replacements for those records desired that will not be available until some time after the project is complete. We examine the practice's effect on the estimates, and on the characteristics of the delayed filers.
