The Navy has recruited a historically large share of high quality people since the end of the civilian recession. Furthermore. recruiters continue to meet their recruiting goals despite lower recruiting resources and a notably improved civilian unemployment rate. In this paper, we address the apparent disparity between civilian economic conditions and recruiting difficulty. We present evidence that the improvement in the civilian unemployment rate has outpaced improvement in the civilian economy more broadly. We correlate our measures of the civilian economy with new measures of recruiting difficulty to estimate the relationship between recruiting difficulty and economic conditions. These estimates can be used along with short-term projections of the economic variables to inform the recruiting budget planning process.
