In 1988, Ernest Seglie, a nuclear physicist, became the 1st Science Advisor, Operational Test and Evaluation. He oversaw the final exam that major defense systems go thru prior to entering full-rate production. For 22 years, he provided scientific & technical guidance on the overall approach to evaluation of the operational effectiveness/suitability of major DoD weapons. He championed use of experimental design methods to plan operational tests & rigorous statistical evaluation tools to assess program performance. Also, recognizing that operational testing was a small 'n' affair, he advocated combining information models, when justified, to join data collected during previous developmental tests, especially in assessing system reliability. Dr. Seglie reached out to the National Academy/others to help support his efforts for use of greater statistical rigor. He received the National Defense Industrial Association Walter W. Hollis Award in 2009, the President of the U.S. Presidential Rank Award (Meritorious Executive) in 2003 & the Secretary of Defense Medal for Meritorious Civilian Service in 2010 for leading the drive to apply statistical methods to test design & evaluation.
